About US
The OSS Business unit of Rakuten Symphony has two Product families RIO - Rakuten Intelligent Operations and Site Management. RIO is a multi-domain, multi-vendor, multi-technology, Platform that encompasses all OSS products in a single platform. The products include, Performance Management, Configuration Management, Fault Management, Change Management, Trouble Ticket and Incident Management, Topology, Inventory, Observatory Framework, Orchestrator, Zero Touch Automation for Cloud, vRAN and Core Deployment. The Site Management products include RAN Commander, Netpulse and Field Force Management. The platform is cloud native, based on microservices architecture, based on TMF standards.
We are looking for passionate individual who will be responsible for the end-to-end planning, execution, and successful delivery of complex technical programs and initiatives in OSS domain to our Global customers.
What you'll do
The Delivery Manager will drive cross-functional collaboration, manage risks, optimize resource allocation, and ensure that technical projects align with strategic business objectives and are delivered on time, within budget, and to the highest quality standards. The ideal candidate possesses a strong technical background, exceptional leadership skills, and a proven track record of managing large-scale software development or infrastructure projects
Program Leadership and Strategy
Define program scope, objectives and success metrics in collaboration with PLM, Engineering leadership and other stakeholders
Develop and maintain comprehensive program plans, including timelines, resource allocation and budget estimates
Translate strategic business goals into actionable delivery roadmaps
Customer Delivery Management
Interact with the customer, understand their business needs , translates them into requirements, does the solution design and gets them developed and delivered.
Identify the customer pain points of the customer, help them to overcome them through Rakuten’s OSS portfolio.
Be the voice of the customer in the Rakuten’s organization and work towards Customer Wow.
Proactively identify, track, and mitigate program risks and issues, developing contingency plans as needed.
Monitor program progress, track key performance indicators (KPIs), and provide regular, clear status updates to Customer, leadership and stakeholders.
Ensure technical solutions meet architectural standards, scalability requirements, and performance targets.
Cross Functional Collaboration
Act as the primary point of contact for technical program delivery, fostering strong relationships with product, design, operations, and other business units.
Drive consensus and resolve conflicts among diverse stakeholders to keep programs moving forward.
Facilitate technical discussions and decision-making, ensuring that technical choices align with business needs.
Process Improvement and Optimization
Continuously evaluate and improve program delivery processes, tools, and best practices.
Champion a culture of continuous improvement, accountability, and technical excellence within the teams.
Identify opportunities to streamline workflows and increase efficiency
Technical Acumen
Maintain a solid understanding of the underlying technical architecture, systems, and technologies involved in the programs.
Be able to engage in technical discussions, understand technical challenges, and contribute to problem-solving.
Act as a technical liaison between engineering teams and non-technical stakeholders.
What you'll bring
Bachelor's Degree in Telecom, or a related technical field.
15 years of experience in CSP or Telecom Vendor with knowledge of OSS, Design and operations of RAN, Transport and Core network.
Proven track record of successfully delivering complex, large-scale technical programs from inception to launch.
Experience with project management tools (e.g., Jira, Asana, Azure DevOps, Trello).
Excellent communication, interpersonal, and negotiation skills, with the ability to influence and build rapport at all levels.
Strong analytical and problem-solving abilities, with a data-driven approach to decision-making.
Ability to manage multiple priorities in a fast-paced, dynamic environment.
Strong knowledge in Network Design and Implementation of Telecom network
Experience with cloud platforms (e.g., AWS, Azure, GCP) and modern software architectures (e.g., microservices) is a plus.
Familiarity with DevOps practices and principles
